Tom has practiced exclusively in the health law field since 1980, including mental and behavioral health, the Pennsylvania Health Choices Program (Behavioral Health), Medicare and Medicaid enforcement, compliance issues, EHR contracting and HITECH financial incentives, provider and MCO contracting, joint ventures, mergers and acquisitions, corporate governance, and professional licensure.

Tom regularly lectures at a variety of organizations including the Pennsylvania Psychological Association and Pennsylvania Community Providers Association and for Premier Education Solutions.  He is a graduate of the St. Louis University joint degree program in health law and health care administration.
