Ernest
L. Tsoules, Jr., Member

Mr.
Tsoules has practiced exclusively in the health law field since
1980. He has specialized and lectured in the areas of hospital-physician
integration stategies, ambulatory surgery center development, compliance
plan development, e-health issues for providers and payors, global
risk and managed care contracting, fraud and abuse and Stark II
law issues, hospital based physician contracts, reimbursement, and
medical staff matters.
Previously
he was a member of the health law firms of Kalogredis, Tsoules,
& Sweeney, Ltd.; Sebastianelli & Tsoules; and Berriman &
Schwartz. Mr. Tsoules regularly lectures at the Pennsylvania Bar
Institute's annual Health Law Institute, before the Healthcare Financial
Management Association, and for various trade organizations regarding
health care legal issues.
Mr.
Tsoules has been nominated and selected by his peers as one of Pennsylvania's
Super Lawyers in the practice of health care law since 2007, an honor reserved for five percent of the Pennsylvania Bar. He is also listed in Best Lawyers of America. |

E. Sweeney, Member

Mr. Sweeney has practiced exclusively in the health law field since
1980. He has specialized and lectured in the areas of Medicare and
Medicaid enforcement, mental and behavioral health issues, compliance
plans, HIPAA privacy regulations, managed care contracting, joint
ventures, corporate governance and organization, medical staff matters,
and professional licensure.
He
formerly was a member of the health law firms of Kalogredis, Tsoules,
& Sweeney, Ltd. and Sebastianelli & Tsoules, and was Vice
President for Legal Services for the Franciscan Health System. Mr.
Sweeney regularly lectures at the Pennsylvania Bar Institute's annual
Health Law Institute and before a variety of trade organizations,
including the Pennsylvania Psychological Association and the Pennsylvania
Community Providers Association. |

H. Martin, Member

Ms. Martin advises health care providers on regulatory and transactional
matters including patient safety and quality of care, fraud and
abuse, EMTALA, reimbursement, compliance, and the development of
corporate compliance plans. A significant portion of her practice
centers on HIPAA compliance and informational privacy. As a registered
nurse with over 15 years of clinical experience, Ms. Martin is uniquely
qualified to assist clients in risk management, quality of care,
and patient safety issues.
Ms.
Martin frequently writes and speaks nationally to health care professionals
on a variety of health law topics and serves on the Advisory Board
of Advance for Nurses. Ms. Martin is a registered nurse
in the Commonwealth of Pennsylvania. |

Susan
B. Orr, Member

Ms. Orr joined the firm in September 2000. She represents and advises
health care providers on a variety of regulatory and transactional
areas including medical records, privacy and confidentiality issues
(HIPAA), fraud and abuse, health care compliance, and provider and
facility licensing.
Having
served as practice administrator for her husband’s medical
practice for 12 years, Ms. Orr is uniquely qualified to assist clients
on practice management issues including reimbursement and payment
issues, Medicare and Medicaid compliance, managed care, employment
issues, professional practice formation, health care affiliations,
joint ventures and contractual arrangements.
Her
practice is enhanced by her law school experience as a research
assistant to Barry Furrow, Director of the Health Law Institute
at Widener University School of Law.
